If your question is bigger than that, a room that never cools, bills that keep climbing, a repair-or-replace decision, the $249 System Evaluation is the right visit. It measures the whole system, including airflow tested at every register with an ALNOR balometer, and it ends with the Home Comfort Report, a written record of every reading and what to do about it.
You don't have to choose up front. Start with the $99 service call, and if the diagnosis points to a bigger question, the $99 credits toward the $249 evaluation.
